The purpose of this study is to recognize the present condition for Seoul Metropolitan over-concentration and to grope for an efficient methodlogy on Seoul Metropolitan Decentralizaion. For it, this paper has evaluated Seoul Metropolitan Decentralization Policy on the National Comprehensive Plans and has demonstrated that Seoul Metropolitan Decentralization Policy without decentralization of power is a fabrication. Seoul Metropolitan Decentralization has to be accomplished under structural stability of national space and coping with a change of world economic structure. To fill both of them simultaneously is Pusan-Kwangju Megalopolitan Development extending to the southern seaside zone.
Megalopolis is not simply continuous urbanized area but a spatial organization for the entire region. It’s not possible for the Megalopolitan Development until Pusan and Kwangju should have power to be able to organize the entire space. The Megalopolitan Development has effects on the improvement of our adaptablility in provision for reorganization for the world economic structure, structural stability for national land and dissolution of inter-regional conflict between Young-Nam and Ho-Nam. The Megalopolis can not help maintaining complementary relationship with SMR in case that it is developed by such those objects. This paper has regarded such the successive relationship as a process becoming the Counter Region for SMR.
