This paper is a comparative study on the nine metropolitan areas in Korea for the regional information base. It includes a intensive case study on the Kwangyang Port & Chiniu metropolitan area. For the intensive study, the process is divided into three stages.
At first, we compared the level of regional information base in each metropolitan area and measured the quality and rank of information for each area after setting some standard indices. As the results of the study on nine metropolitan area, we found that the Kwangyang Port & Chinju metropolitan area was ranked high in supporting facilities of information and self-support of financial condition but ranked low in the use of information and the basic facilities of information.
Second, we adopted hi-plot analysis and represented a diagram to show simultaneously the correlation between cities and variables in a graph. As a result of the bi-plot analysis, we found that the more standardized regional information indices the metropolitan area represented, the more those information base were well organized : Daegu-Pohwang, Busan-Kyeongnam, and Yeongdong metropolitan area.
Third, as the results of a question to civil servants who are working in the four city(Chinju, Sacheon. Kwangyang and Suncheon). they emphasized on the importance of labor and education for informatization. Also, it indicates that most of respondents are very positive toward interchanging of information among the metropolitan areas.
These results of the paper are expected to use basic data not only for broadening the interchange opportunity of information but for reducing the information gap of each region when a master plan for a regional informatization policy will be established.
