The realm of leisure and tourism takes a key role in the various cultural industry and regional development, in particular regional innovation system(RIS). In order to adopt the various demand, leisure and tourism management authorities give great efforts to supply destination area adequately. The current main pattern of spatial supply for outdoor activities is to designate the land-use and establish facilities on the base of each regulation act. But this strategy is not effective to the regional economy and its prosperity furthermore. The designating and physical developmental program has limitation to the destination evolution in the view of innovative destination life-cycle theory. The implemental program such as feasible planning, securing financing, private sector investment is practiced currently. However, considering the grand ESSD discourse and RIS, the best strategy is the spatial renewal program. To accomplish RIS through tourist destination, the establishment of integrative legal system for destination renewal needed to be advanced.
