This article classified Korean cities based on city image evaluation made by citizens and evaluated the achievement degree of image strategies set by 40 city governments in Korea. For the object of this article, this study surveyed factors of city images which were recognized by citizens and found out the importance of non-physical factors not only physical factors. Ten adjectives to evaluate city images were selected for development of metrical method and measure of city-image evaluation. Forty cities were evaluated by citizens with ten adjectives and with factor analysis and cluster analysis of this data, and classified into four types by two criterion which are preference and dynamic features. Achievement degree of image strategies were also evaluated by comparing current image strategies and perceived image of citizens'. The result of the research are as follows; 1. The image of the city is controlled not only by physical elements(62%), but also by human elements(38%). 2. The adjectives for the city image evaluation are "simple - grand", "dynamic - static", "neat - messy", "tranquil - busy", "good - bad", "soft - dreary", "cultural - uncultural, "convenient - inconvenient", "stagnant - change", "new - old". 3. In the aspect of the classification of cities, the preference and dynamic image are considered as important factors. This study is meaningful that it has applied quantitative image evaluation method, classified by citizens' evaluation of image and demonstrated an example of evaluation of image comparing with strategies set by city government.
