After the establishment of municipalities, public interest in small towns has increased, particularly as they can serve as important areas of focus for national policies on balanced development. The primary objective of this research is to survey the transition of land-use patterns of 39 small town centers and to analyze their spatial characteristics. The aim of this research is to examine urban spatial structures, land-use change, the location of urban facilities of small town centers, and to analyze of the characteristics of their transitions.
This research is based upon land-use data in years 1985, 1995, and 2005, and includes surveys of various types of urban activities in small town centers. To initiate an effective study and suggest subsequent policies for small towns, it is necessary to analyze and discuss substantive issues based on specific conditions of these small towns. Therefore, in the main analysis of this study, urban economic facilities are classified into 14 facilities based on the Standard Industrial Classification. Next, the 39 small towns are divided into sets according to urban rank, their location, and the population size. Then, each small town center is divided into specific areas based upon their location and accessibility. Finally, distinctions of the divided towns are analyzed using aspects of urban organizations including populations, activities, and facilities/land. In doing so, an explanation of how land-use distribution patterns of small town centers changed over time is rendered.
