A new military structure featuring units such as the Chinwidae(親衛隊, capital guards unit) and Jinwidae(鎭衛隊, defense garrison) was established following the abolition of the existing military system in 1895. In 1896, a Jibangdae(local garrison) consisting of some 200 soldiers was established in Cheongju. Although these were quality career soldiers, their numbers were too small to make their unit of any significance. In 1898, the number of soldiers in the Cheongju Jibangdae was increased to 409. The subsequent changing of the name of the Cheongju Jibangdae to the Cheongju Jinwidae (city guards unit) in 1900 was accompanied by a significant increase in the number of soldiers attached to the unit, which ballooned to 1,029. Such a strengthening of military power clearly demonstrates the will of the Daehan Empire to achieve independent modernization. Having emerged as the winner of the Russo Japanese War, Japan sought as part of its efforts to colonize Joseon, to decrease the power of the Daehan Empire’s military; as a result of which the Cheongju Jinwidae’s numbers were also decreased. The Cheongju Jinwidae was formally disbanded following the official dispersing of the military in 1907.
While officers from the Cheongju Jibangdae and Jinwidae received salaries that were higher than those of local military commanders (yeongjang) during the latter period of Joseon, sergeants and regular soldiers received stipends that were barely enough to purchase a single seok of rice with. Much like the Cheongju Jibangdae, the majority of the Cheongju Jinwidae’s expenses came in the form of salaries, clothing, and food. As only a small amount of funds were set aside for military drills, the strengthening of military power became an inherently difficult task. To this end, the counties in which the Jibangdae and Jinwidae were located and the public funds used in conjunction with the military base where the forces were stationed, became these units main sources of finances.
Much like the functions of the byeongyeong and jinyeong in Chungbuk province during the latter period of Joseon, the Cheongju Jibangdae and Jinwidae were responsible for national defense and security. They were in particular responsible for the maintenance of public order through such means as the arrest of bandits and Donghak followers, and the suppression of righteous armies. However, in the aftermath of the loss of national sovereignty officialized by the Protectorate Treaty of 1905, the soldiers of the Cheongju Jinwidae began to show a negative attitude towards the suppression of the righteous armies who desired to restore the national sovereignty. In this regard, many of the members of the Cheongju Jinwidae joined the ranks of the righteous armies following the official disbandment of the military in 1907. Their participation in the righteous armies not only alleviated the confrontation that had existed between the righteous armies and military soldiers, but also improved the weaponry and firepower at the righteous armies disposal. As such, the participation of members of the Cheongju Jinwidae improved the righteous armies from both a quantitative and qualitative standpoint.
