This research, by combining the policy network model and Bryson and Crosby’s public policy process design model, mainly analyzed the Incheon Gyeyangsan golf course case as an example of urban planning. Through this analysis, it tries to understand the characteristics of Korea’s policy networks and give policy implications. This research identified the main factor of policy networks as policy actors, power and interaction. The research extracted several analysis elements from the different levels of Bryson and Crosby’s public policy process design model which are forums, arenas and courts(conflict resolution). The main findings are as follows.
In the forums stage, public and non-public policy actors tried to exercise greater influence in development and preservation by implementing different interpretation schemes and practical communication standards. Although there seems to be a more free and diverse method of communication, while localities were less outgoing, the agreement between citizen committees and Lotte was abandoned causing more tension.
In the arenas stage, The activities of policy actors seem to be bounded to the legality and due process. However, citizen groups also had an influence in the decision making process. The role of the city planning commission is considered important.
Although the city planning had been approved, the conflicts still remains unsolved. It seems that Korea’s city planning system showed weaknesses in solving conflicts. Every level of planning commission and localites should focus of conflict management especially this kind of adminstrative planning.
