The purpose of this paper is to analyze the productivity change between a liberalization era of trade in service and a shift to service era by using malmquist productivity index to decompose the sources of total factor productivity growth into technical efficiency change, scale efficiency change, pure efficiency change, technical change. The empirical results are as follows.
First, the average TFP has increased to the gap of -2.1% point from 5.3% in the liberalization era of trade in service to 3.2% in the shift to service era. Second, the sources of productivity change on TFP growth between a liberalization era of trade in service and a shift to service era is primary the technical progress, but productivity change on TFP growth in the shift to service era was even higher technical efficiency change than technical progress. Third, the structure of promising industry in service has changed from financial & insurance, business service, real estate, human health & social work, information & communication, other service in the liberalization era of trade in service to business service, art, entertainment & recreation, financial & insurance, transportation & storage, human health & social work in the shift to service era.
