This research is about change of finances for Jinbo(鎭堡) of Pyung An Province for the latter part of Chosun dynasty. In the latter of 17th century, protection system of Pyung An had started to organize as PyungAn Dynasty had maintained a good relation with Qing Dynasty. Maintenance of Jinbo had been done in large numbers at the early of Sukjongs Reign from Hyeonjong’s Reign.
Source of revenue for management of Jinbo was basically based on Tunjon(屯田) and secure a revenue by slave and resident in the Jinbo. After that, wage for leader of barrack and soldiers had been able to be paid by Hwuangok(還穀) and the Mountain Field (屯田 : Hwajon) from the early of 18th century. But leader of Jinbo had no choice but to acquire short source of revenue from resident in Jinbo supplementary as problem of exchanging grain got worse.
This is so-called Horuem(戶斂). As burden of Horuem was increased, number of Jinbo resident who leave from barrack was increased. Government order to make innovation for acquiring Horuem in fifty six Jinbo like Manpo(滿浦)，etc to come up with source of revenue. On August of same year GhuanSuHoruemGupDeaJulMok(『關 西各鎭戶赦給代癸丑改驚正節目』)was released, discussion of coming up with Hwuangok and Horuem for source of revenue of PyungAn province which was lasted on for years.
The. government proposal for tinancing source or revenue could be largely divided into two things. First, government gave the people reduced burden by abolishing all income of Horuem and having tax replaced by Momi(耗米) and establish stable source of revenue for Jinbo. Second, government improve financial structure by reducing expense size. It adjust amount of wage and number of people who receive it and reduce extra expenses in all sorts of operating spends. And it standardize financial spends by listing cost and source about all expense item.
