This article studied how recent textbooks in three East Asian countries depicted and recorded historical efforts towards democracy, one of core agendas of political modernization and modernity. In order to do so, how each country defined and used the term ‘democracy’ was inspected and identified. Afterwards, how each textbook wrote about each of three countries’ various efforts to execute democratic policies was compared and contrasted.
Democracy of East Asian modern history has evolved from people’s power (民權),democracy(民主), to new democracy(新民主). Democracy portrayed within the textbooks, however, often ignores such historical flow and fossilizes these processes to look like national movement history(Korea), revolution history(China), and imperial history (Japan). As a result, democratic movements and political practices gradual yet non-ceasing progress against all odds are hardly reflected in the textbooks. The Korean textbooks showed the strongest tendency, probably due to the political need to emphasize the movement to get back the nationality after the period of colonization under the Japanese regime. China and Korea also displayed strong under rating tendency towards realizing public virtue, the core value related to the true meaning of republics, despite the fact that both countries chose to be republics.
Under historical climates that surrounded three countries such as war, revolution, (anti) colonization and fascism, the relic of democracy in terms of not only movement and ideology but also institution is worth pondering.
