There have been voluminous researches on history of Goryeo-Mongol relationship in the past decade. And the existing research outcomes have been followed by critiques. A most representative case is Gongmin King"s anti-Yuan policy in 1356.
The rebuttals are mainly arguing that anti-Yuan factors can hardly be found in Gongmin King"s reform in 1356 and therefore it does not deserve an appreciation as a successful anti-Yuan reaction. Their grounds include: part of pro-Yuan group was participating in Gongmin King"s reform, so that the reform could not completely remove pro-Yuan group as a result, and also it could not fundamentally change Goryeo-Mongol relationship. However, these arguments mostly lack of validity in terms of applying the standard of "anti-Yuan". This is because either removing anti-Yuan party completely or bringing a fundamental change in the relationship was impossible. Moreover, among those rebuttals, some did not even fully understand the original explanation or supported themselves with materials which were not proven from historical fact.
In this paper I analyze the letter which sent to Yuan in October 1356 to reveal that Goryeo"s anti-Yuan policy was not for restoring Sejoguje but instead for breaking it and building a new relationship as a form of appointment-tribute. Meanwhile Goryeo sustained appointment-tribute relationship with Yuan, and I evaluated it as the best and the most feasible anti-Yuan policy for Goryeo to choose at that time.
