In this research, it is estimated to size of individual populations and identified character in economic activity according to separated by more refined groups with the stickiness degree of labour market rather than existing disability group of employed, unemployed and economically inactive population. The criteria of segmentation is applied concept of latent unemployment: it is utilized method to separate disability who do not differ from practically unemployment among employed or economically inactive population
After analyzing raw data in the Survey of Economic Activity Status for the Disabled on 2014, it shows that the disabled latent unemployment is much higher than official unemployment; the unemployment rate would be sharply increased if including it.
The separated ten groups that using the concept of latent unemployment might be had a distinct characteristic and employment service needs, proposed a necessary of customed groups policies.
The current disability employment policy defined to official unemployment that visited to public employment agency, but we would expected to be able to contribute to promote employment of the disabled by expanding the range of policy targets and providing a targeted and tailored policy with this research.
