Recently, our country has been penetrating into an aging society very fast due to a prolonged average life span which was caused by the development of high technology and medical treatment and an extremely low birth rate.
Despite this kind of social trends, our country is facing a situation in which healthy care and welfare delivery systems remain confused. Especially, hospitals and nursing facilities are not constructed functionally (the former is prescribed as a medical institution by Medical law, the latter is classified as living facilities by Welfare of Aged Act.). So, these two are operated as the competition system of each other even if they have their own roles.
Urgent patients who must be given treatment should be sent to a special hospital instead of nursing facilities. But they are obliged to be put in nursing facilities because of the lack of criteria. This is not a problem of nursing facilities itself, but an institutional problem so the special solution plan is required immediately.
Hence, this study will clearly identify systematic problems of both National Health and Long-Term Care Insurance for the Aged, which are all operated separately about senior medical welfare. Furthermore it aims to suggest that equipments as well as systems need to be unitary of course. Also, from now on this study will be used for a fundamental data on suggestion for the types and space organization plan of welfare facilities for senior citizens, which is based on the results that this study obtained by analyzing the functional facility space organization through case research of domestic and foreign combined facilities.
