Local industry policies including regional R&D policies have been implemented since 1999 in Korea. Despite the needs for performance evaluation, the quantitative evaluation of the performance of regional R&D policies in not active. This study analyzed the net effects of regional R&D support policies on firm"s innovative performance in the local level, utilizing the Propensity Score Matching(PSM) to deal with the selection bias problem. The firm characteristics influencing the participation of the firm in regional R&D support programs were analyzed as R&D institute, the dummy variable of new material/component industry and the proportion of R&D employment to total employment. Analytical results reveal that regional R&D supports have significant positive effects on new employment, domestic patent applications, and new product development. Government needs to encourage the firms to enhance absorptive capacity by establishing R&D institutes and employing R&D personnel to stimulate the participation in R&D support programs.
