Recently, high value-added industries including a semiconductor, fine chemical, etc. have been gaining more popularity and massive and various dangerous substances have been handled and used. However, these situations can trigger huge chemical leakage accidents such as Kumi hydrofluoric acid accident, Namyangju ammonia accident and so on. Throughout the analysis of recent accidents, it is known that chemical leakage accidents clearly cause consequent secondary damages to nearby local residents due to toxic gas exposure. In order to mitigate various damages, effective emergency planning systems, which can minimize the impact of accidents, should be previously developed and prepared. In this research, CA(Consequence Analysis), which is one of QRA(Quantitative Risk Analysis) techniques, is employed to evaluate the impact of leakage accidents in the early period of accidents. These results can be used to determine what protective equipments have to be installed and how many residents should be evacuated. As a case study, the Kumi accident is selected and studied. Since it is almost impossible to obtain the accurate accident information such as the amount and duration time of leakage at the early stages of accidents, the concentration ranges should be quickly calculated based on a worst scenario regulated in KOSHA guide. Moreover, the essential information at the early stages is investigated to obtain more accurate results. In order to evaluate the most accurate result, all possible information has been collected from documents and news associated with a case study and the simulation result based on the most accurate information is compared with that on a worst scenario.
