본 연구는 델파이 기법을 활용하여 유아교육기관원장의 리더십 역량 평가지표 구성요소를 개발하여 유아교육기관 원장의 리더십 역량 평가지표 모델을 구축하는데 목적을 두었다. 본 연구를 수행하기 위해 역량지표 개발팀 5명과 델파이 전문가 30명을 선정하였고, 연구를 분석하기 위해서 SPSS 21.0을 활용하였다. 먼저, 유아교육 전문가 100인을 대상으로 이루어진 개방형 설문조사와 문헌분석을 통해서 도출된 예비문항은 개념적 역량 6개, 실무처리 역량 11개, 인간관계 역량의 23개로 총 역량군 3개와 역량명 40개였다. 델파이 1차에서는 예비문항으로 인정, 수정, 통합, 해제 문항을 선정하고 백분율로 분석하여 역량군 3개, 역량명 10개, 역량지표 42개로 나타났다. 델파이 2차는 1차의 결과 문항의 타당성을 위해 평균, 표준편차, 중간값, 사분위수, 수렴도, 합의도, 내용타당도(CVR) 등으로 분석하여 역량군 3개, 역량명 10개, 역량지표 37개로 드러났다. 델파이 3차는 2차와 동일한 과정으로 분석하여 역량군 3개, 역량명 10개, 역량지표 25개로 도출되었다. 이와 같은 결과를 통해 리더십 역량은 개념적 역량군에서 역량명 2개, 역량지표 6개, 실무처리 역량에서 역량명 3개, 역량지표 9개, 그리고 인간관계 역량에서 역량명 5개, 역량지표 10개로 도출되었다.
The main purpose of this study was to develop leadership competence evaluation-index elements for preschool principles through the Delphi Technique. The subjects for this study consisted of 5 professional competence evaluation-index development panels and 30 professional Delphi expert panels. The statistical analyses related to the purposed problems were calculated on the SPSS 21.0 program. The first Delphi survey data were analyzed by using frequency and percentage. The second and third Delphi survey data were analyzed for agreement rate, convergency, mean, standard deviation, median, and interquartile range. Some of items were revised or removed based on the results of such tests as content validity ratio, agreement rate, convergency and stability of each item. On the contrary, a few new items were added by accepting the opinion of the professional panels. Previous to the Delphi, the realms of evaluation were classified into conceptual competence, practical handling competence, and human relationship competence. During the draft of this study, 40 items constituting three competencies (6 conceptual competences, 11 practical handling competences, 23 human relationship competences) were reviewed. The number of items to be revised and added to 10 competency names, 40 competency evaluation-index at the first round, 10 competency name, 37 competency evaluation-index at the second round, and 10 competency name, 25 competency evaluation-index at the third round. As a result, 10 competencys name and 25 items in three realms were decided as proper evaluation index of preschool principle leadership competences. The composition of the three leadership realms were 6items in conceptual competence, 9 items in practical handling competence, and 10 human relationship competence.
