This study aims to clarify the characteristics and meanings of aid contents and decision-making of Japan’s foreign aid policy to China in the Ohira cabinet.
Ohira, Japan’s prime minister, has pledged to give Japan’s governmental aid package to China in the December 1979 during his visit to Pecking visit period. It was a really great foreign aid packages which had been not seen in the any other Japanese aid cases. Those aid projects given by Ohira government were composed of 6 Japanese currency ‘Yen’ based governmental loan aid projects and 1 grant aid project. Furthermore, 5 year multi-annual pledges amounting to the sum total $ 1.5 billion were declared by Japanese government. The main characteristics were as follows. Firstly, a new institution named as Japanese 3 principles in China aid packages was clarified firmly. Ohira could solve domestic and foreign pressure problems in use of those 3 principles. Secondly, it was a kind of ‘political aid’ given by Japan. Aid contents and decision-making concerned about China aid given by Japan were basically very political in view of a special aid package contents. Thirdly, it was also both diplomatic assistance toward Deng Xiaoping regime and economic infrastructure aid for the Chinese industrialization policy. Finally, We can see Ohira Government has tried to make use of that special aid package for the complex purposes of Japan’s resource diplomacy and a kind of ‘historical debts’ compensation.
