Immediately after the establishment of the People's Republic of China, the Chinese government established financial and economic commission under the administrative council as organization to have overall administration of economy matters. Composed based on new democratism and federal government principal, this council exerted influence in establishing and executing the economy policies of China until its dissolution in 1954. The financial and economic commission of administrative council was composed of 53 personnel including chair Chen Yun, vice chair Bo Yibo, and Ma Yinchu etc. Among the members of administrative council's finance and economic commission, officers of communist party and central people's government administrative council consisting of 29 persons, occupied 54.7% of all, and if officers of central and provincial governments are included, that number amounts to 32 persons, occupying 60% of all. Administrative council's finance and economic commission includes 14 entrepreneurs representing 26.4%. Among the 53 persons, Chinese communist party members, 26 persons, occupied 49%. About half the members of administrative council's financial and economic commission were non-communist parties. Financial and economic commission can be evaluated to have completed insufficient experiences of Chinese communist part and uplifted expertise. Such organization composition can be seen as the heritage of 3-3 system executed at anti-Japanese bases of Chinese communist party during China-Japan war period. However, after the founding of the People's Republic of China, the communist party was spreading its scope of influence in all the power systems and social organizations. Therefore, determinations of financial and economic commission of administrative council have to go through the ratification of the Central Committee of Chinese communist party, and though instruction of communist party was not stipulated, control in new democratic ecomomy was intensifying.
