The problems identified in this study are as follows. The first solution to these problems is to build an information support system for marine environmental impact assessment. This will enable us to share and accumulate the necessary information for the review of the assessment and to utilize it in connection with the sea area utilization conference. Thus, the assessment period and preparation cost for the marine environmental impact assessment agent can be reduced, and this will lead to a high-quality evaluation report. The second measure for improvement is to establish a reasonable and continuous system that can increase the role of the center for marine environmental impact assessment. This will enable the establishment of a support system for marine environmental impact assessment and accumulation of data related to the review and consultation of the marine environmental impact assessment. The first proposal is to improve the general criteria for the overlapping of the technical personnel of the environmental impact assessment agent and the marine environmental impact assessment agent in order to improve the conditions of industries related to the marine environmental impact assessment system and to secure professional technical personnel. This study suggests that if a person is registered as technical personnel of an environmental impact assessment agent, and the person meets the criteria for registration of technical personnel of the marine environmental impact assessment agent while working for the same company, the duplicate registration should be granted. As duplicate registration is possible, more skilled technical personnel will be available and this will improve the function of the sea area utilization conference system. The second plan for improvement is to separate the contracts related to the establishment and implementation of plans or projects that are subject to the marine environmental impact assessment in the event that the marine environmental impact assessment report is to be drawn up by an agent. This will ensure the objectivity of the marine environmental impact assessment report in the preparation of the assessment report and prevent the possibility of poor report. The proposals made in this study probably will not have a significant impact on the effectiveness of the marine environmental impact assessment system, but they may help to create more specific and systemized legal systems and methods.
