The purpose of this study is to suggest strategies for resolving conflicts by identifying the overall conflict factors such as union members and a union, tenants and a union, a union and administrative agencies emergent in the process of housing redevelopment project. As the AHP analysis result, the variable with the highest conflict factor weight was the confrontation of the pros and the cons by 0.093 followed by the absence of the union expertise and transparency(0.086), the confrontation of a union and emergency response committee(0.086). As a variable with high importance of conflict factors by expert group, for ‘former・current union(executive committee) executives’, the absence of the union expertise and transparency(0.084) In the variable with high importance of 'suppliers and constructors' was the absence of the union expertise and transparency(0.113). The variable with high importance to public officials was 'Non-reflection of residents' opinions(0.106). The variable with high importance to experts(researchers, specialists in maintenance business) was the confrontation of the pros and the cons in the process of establishing a union(0.099). The conflict with union members with high integrated conflict factor weight in the process of establishing a union was 'the absence of the union expertise and transparency' Aa a management measure, 'the prevention of absurdity due to contractors and suppliers through the establishment of regulations for initial cost procurement' is needed.
