At the national level, safety education is emphasized under institutional and policy support. Although it has not been long since the discussion on water safety education in Korea, there will be no objection to the background importance and necessity of survival swimming education. Based on the 2018 National Safety Education Implementation Plan is expected to analyze the current state of survival swimming education for elementary school students and conduct primary research to develop educational manuals. In order to achieve the purpose of the study, the Focus Group Interview and Systematic Literature Review were attempted. In the case of 2021, due to COVID-19 survival swimming education at school was not going on. However, study participants related to survival swimming career can vividly hear the voices of the field. The conclusion is as follows. First, there are still conflicting views on survival swimming education, contrary to the original positive intention of the physical education policy. Second, the current survival swimming education manual can effectively improve swimming skills. However, some points need to be supplemented as it is an integrated alternative to water safety. Third, to develop the survival swimming education manual in the future, it is necessary to present action guidelines assuming various crises and find a way to accommodate all education targets.
