Currently as improvement of IT technology and new material development, lots of military commercial equipment are furnished in various of defense field. However, in this situation, the dissatisfaction of military officials over the supply of low-quality equipment is also increasing. In order to solve these issues, we present a methodology that can be used for pre-discrimination analysis for selecting the right company and bidding.
In this study, we analyze the supply status and performance of commercial military equipment, and consider the supplementary provisions of various institutional aspects stipulated by the Public Procurement Service and the Defense Acquisition Program Administration (DAPA). By applying the DEA method, a preliminary analysis of suitable companies was conducted based on performance data such as various financial conditions, equipment performance reliability, contract fulfillment, and bid price of the companies in the past. Through this proposed model, we expect that the defense project managers will improve and contribute their own acquisition process for selecting suitable and good companies.
