This study was conducted with the purpose of analyzing the impact of the prolonged COVID-19 and the impact of the regional specificity of Gyeonggi-do, and suggesting meaningful policy responses at the level of the local economy.
It has been found that the prolonged COVID-19 has the effect of making the contrast between opportunity groups and crisis groups more distinct and the gap in crisis recovery speed widening across all sectors of the industry and economy. The negative impact of the pandemic was concentrated on low-tech industries in the manufacturing sector and face-to-face service sectors in the service sector. Aside from the impact of the prolonged COVID-19 on individual economic agents, some deviations and special aspects were also confirmed in the degree of collective impact of the pandemic identified in industrial clusters and sub-regional units in Gyeonggi-do. In particular, in central commercial areas such as downtown shopping malls and large traditional markets that are highly dependent on non-resident customers, the impact of social distancing and non-face-to-face consumption trends is concentrated, and the vacancy rate is rapidly increasing. Deviations of the pandemic impact can also be confirmed between the northern and southern regions of Gyeonggi-do. It was found that industrial production in the northern Gyeonggi region contracted more than that of the southern region, while the employment situation in southern Gyeonggi Province was significantly worse.
The policy alternatives suggested by each regional economic sector were divided into ‘general policy alternatives vs. Long-term policy alternatives reflecting regional characteristics’, ‘Crisis factor suppression policy vs. Opportunity factor utilization policies’ and ‘structural policy alternatives’ were categorized and presented. Among the types of policy alternatives, "structural policy alternatives" need to be set as a key strategic task at the Gyeonggi-do level and focus on government capabilities in that they are highly important policies in terms of the overall sustainability of the local economy.
As the pandemic continues, ‘with COVID-19’ is expected to maintain its status as a ‘new normal’ for a considerable period of time, which means that it is necessary to revise policies centered on growth strategies in preparation for ‘post-COVID-19’. At least in the short term, it is necessary to expand the proportion of crisis factor suppression policies in response to ‘with COVID-19’ rather than policies to utilize opportunity factors in preparation for ‘post-COVID-19’.
