The four organized crime incidents portrayed in the drama “Gangster Eradication Operation” (扫黑风暴) are based on real events. All of these cases were dealt with by the Chinese government’s gangster eradication operations from 2018 to 2020. The “Gangster Eradication Operation” realistically adapted these crackdowns using a method of realism in creation. Following the anti-corruption drama “In the Name of the People” (人民的名义) that was a major hit in 2017, “Gangster Eradication Operation” recorded hundreds of millions of views in 2021. This was because it was a crackdown with which many Chinese could empathize. This drama was successful both in terms of its artistic and commercial value.
The drama’s message, sounding the alarm about the existence of organized violent groups, achieved a small but significant success in disseminating relevant legal knowledge. However, the realization of the drama’s theme of fairness and justice in society seems to be elusive. The reason is that China’s Guanxi (关系) culture, a system of social networks and influential relationships, holds a dominant position over the rule of law. Although the Chinese authorities currently advocate for the rule of law, the Guanxi culture, which has been deeply rooted for as long as China’s history, is dominating the way of thinking of judicial officers. Judicial officers in China, where Guanxi thinking is widespread, find it difficult to make fair judgments based on the law in many cases, compared to Western judicial officers with an individualistic way of thinking. From police to judges and lawyers, Guanxi culture is at work among Chinese judicial officers.
How will the Chinese authorities, who are advocating for the rule of law, overcome the Guanxi culture in the future? This is a task that the Chinese authorities, who need to realize social justice and maintain public order, need to solve in the future.
