This paper explores the ethical integration of Big-Thick data in designing a Smart Health City platform in Korea. The evolution of Smart Healthy Cities is closely tied to Information and Communication Technologies (ICT), necessitating adaptable platforms that address ethical use, data privacy, and user-centric design. The research methodology involves a literature review and empirical research, including workshops and surveys with local practitioners. The result emphasizes the significance of a centralized platform managed by a dedicated department to ensure efficient resource use and service quality. A user-centric approach prioritizes tailored experiences, utilizing a Learning Health System for continuous improvement. Efficient data management addresses challenges with poor-quality data and includes guidelines for both structured and unstructured data. Legal compliance, especially concerning medical data, is a critical consideration. The proposed design considers operational constraints, top-down approaches, data accessibility issues, and security/legal concerns. Future efforts should focus on real-world implementation, refining design strategies, and adapting to emerging technologies. continuous stakeholder engagement and technological updates are vital for long-term success in developing Smart Healthy Cities.
