Micro Planning District System which was introduced in the revision of Urban Planning Law in 1991, is the policy instrument for detailed direction of an urban specific area based on its peculiar characteristics of urban setting. Its main object is to apply to an inner city in order to keep up the better quality of urban environment. In spite of this purpose, its designated areas in law are confined to New Towns or New-Town-in-Towns. Having these issues, this study analyzed Comprehensive Plans of Seoul Metropolitan Area and its 22 wards and examined opinions of city faculty.
Through analyzing the nature of the Micro Planning District System and the application, we had recognized that the Micro Planning District System is the important policy tool of improving built-up area environment. And the following improvement issues can be reached. 1) The nature of the Micro Planning District System, 2) Improvement of infrastructure network, 3) Merge of relative urban design regulations, 4) System changes of Urban Planning Law.
