Although bicycle promotion policy has been carried out by central and local governments for 15 years since the Bicycle Promotion Act was legislated in 1995, the condition for it is still negative. Seoul metropolitan government is preparing various policies for bicycle users including providing bicycle roads by reducing the car lanes, and enforcing city plan projects to provide bicycle road or parking lot for bicycles. However, we should review seriously if such expansion of bicycle facilities contribute much to the promotion of bicycle use. We need to investigate the reason why the traffic share of bicycles has been rather reduced from that of 15 years ago.
Although the result of field survey shows discrepancy between the districts, it is confirmed that the environment for bicycle use in Seoul is very poor in general. Especially, the condition is even worse in alleys compared to that in the main or sub-arterial road, and facilities for bicycle in the living zone fall short. In order to reduce traffic share of cars and increase that of bicycles, use of bicycle in everyday life should be encouraged. In the cities, there are facilities used frequently in everyday life such as schools, neighborhood facilities, offices, and everyday business facilities in the vicinity of dwelling zones. However, there lacks facilities for bicycles in such zone. In order to foster use of bicycle more practically, it is considered necessary to provide with sufficient facilities in the living zones, other than riverside roads which are used for leisure activities or arterial roads which are used for commuting purpose.
Result of survey shows that citizens of Seoul use bicycle mainly to enjoy leisure or to move, and the reason of avoiding use of bicycles is inconvenience or danger in using them. However, they have very positive opinion in promoting bicycle use. Most citizens prefer expansion of bicycle roads by reducing car lanes. More than half of those who don"t use bicycle expressed intention to join in using bicycles once the condition is improved, for which appropriate policies are called for.
Bicycles are a kind of device to move. They are personal of family properties. So, they need storage and facilities for safe ride. Presently, storage facilities are not proper, and alleys in the village are very dangerous. Total environment of the roads to living facilities such as those to schools, to private institutes, to markets and marts, to work should be examined. Although it would be difficult to refurbish all the roads in Seoul city for use of bicycles, it is required to furnish alleys to facilitate safe and convenient move of citizens, and to install storages for bicycle. Living spaces for bicycles are closely related to everyday live of citizens, connecting their house, living facilities, schools, markets, and work place each other. If bicycle is considered just as a tool of leisure or exercise, increase of bicycle users would become sluggish soon. Bicycle use will be activated in our life only when it performs the role as one of daily necessaries for people to move short distance in their everyday life. We should share living or cultural space with bicycles, in order to appropriate bicycles a role as a living necessity. Once bicycle use is fostered we could form closer social relations and improve encounter, touch, and exchange with each other, freeing ourselves from closed dwelling structure and car space.
