We examine a strategic interaction between two governments in an international mixed duopoly market, in which state-owned enterprise competes with private enterprises under different regimes of privatization policies with import tariffs and environmental taxes. We find that bilateral privatization leads to higher tariff than no privatization, but unilateral privatization calls for the highest tariff to the privatized country and the lowest tariff to the non-privatized country. However, higher environmental tax is called for when privatization is practiced. We then investigate a privatization choice game between two governments, compare the local optimum with global optimum, and show that unilateral privatization is a Nash equilibrium. We also show that if demand is small, global optimum is independent of the regimes of privatization policies. While, if demand is large, global optimum requires a higher degree of privatization, in which two governments need to adjust their tariffs and environmental taxes simultaneously. Finally, we provide some policy coordination for the global welfare maximization.
