Any guideline for the case classification have not been made for specifying zones or settling the plan, even if the District Unit Plan was institutionalized in 2000 and a number of other District Unit Plans have been established for only a few years.
The Ministry of Construction and Transportation can but propose the planning sectors on the lines of the purpose of district specification in their guidelines for the District Unit Plan.
For the case of the District Unit Plans under way of establishment in the old city in Incheon, the characteristic of each district is different and its size and scale are so various that there is such a boundary to differentiate the plan contents from several case classification.
The urban controling method should be unlike anything because there are unique formation background and a growth process in the city of Incheon, even if its geographical location is very close to Seoul. The aim of this study is to propose guidelines for the District Unit Plan and deducing its geographical characteristics under the way of case studying on the old city in Incheon.
